In 2024, the Region of Durham has implemented a Continuous Grade Span (XX + |YY|) specification for all PGAC tank and recovered samples requiring a grade span of 92.0-98.0 for acceptance, 89.0 to 92.0 or 98.0 to 100.0 as borderline, and less than 89.0 or greater than 100.0 as rejectable.

This new specification was implemented unilaterally without industry consultations, and our repeated attempts to connect with regional officials have been unsuccessful so far. In early November, we sent the attached letter to Durham Region Chair John Henry, outlining our serious concerns with the new specification, and we will follow up again to set up a meeting at the earliest opportunity in the new year.

To help us quantify issues resulting from this new specification to better inform our advocacy efforts, we are recirculating this survey to gain better insights and feeback from our AC Suppliers and Asphalt Producers.
